Lawmakers Can Defy Governors To Get The Stimulus Money

For all the tough talk and media chatter about whether some (or one or two) of the nation's governors will refuse to accept the billions of dollars in stimulus money beginning to surge its way out of Washington's pipelines, a few paragraphs tucked into the stimulus bill lay bare how hollow those threats may be.

Signed into law on Tuesday by President Obama, the $787 billion economic package includes language that allows state lawmakers to go around their governors to obtain some of the funds.
